Hubballi-Dharwad-Belagavi Digital Economy
From Rs 1,750 Cr today to Rs 7,425 Cr by 2031-32
KDEM tracks Hubballi-Dharwad-Belagavi (HDB) as one cluster of five North Karnataka districts - Belagavi, Dharwad (which includes the Hubballi and Dharwad cities), Bagalkot, Gadag and Haveri. Figures on this tab are for the HDB cluster unless marked otherwise. Targets are from the KDEM HDB Cluster Vision Document 2025, whose horizon year is 2031-32; Karnataka comparison figures are from the KDEM Strategic Dashboard and the Karnataka Economic Survey.
A Rs 2.79 Lakh Crore Economy Where Digital Is Just Beginning
The five HDB districts produce about 11% of Karnataka's GDP, and Belagavi alone is the state's third-largest district economy. The digital economy is a small but fast-rising slice.
Source: HDB cluster GDDP is the sum of the five districts' Gross District Domestic Product at current prices, Karnataka Economic Survey district tables (2021-22 to 2024-25 editions), converted at Rs 83/USD. Karnataka GSDP is the same Economic Survey series. Karnataka reads on the left axis, HDB on the right; point labels are in USD billion. โ โ โ โ โ [source]
Riding Karnataka's Compounding Growth
Karnataka is heading from $159B to $329B. The HDB cluster's own vision is more modest in absolute terms - Rs 1,750 Cr to Rs 7,425 Cr (about $0.2B to $0.9B) by 2031-32 - but it means growing several times faster than the state off a small base.

HDB's Path: Rs 1,750 Cr to Rs 7,425 Cr by 2031-32
The document's baseline is Rs 1,750 Cr (2025-26); 2021-22 to 2024-25 are an estimated back-cast (solid), and the path to 2031-32 (dashed) runs through the document's 2027 waypoint of Rs 3,650 Cr.
Methodology: today (~Rs 1,750 Cr, 2025-26) is the vision document's baseline. The 2021-22 to 2024-25 history scales that anchor by the HDB cluster's official GDDP series (Rs 1.89 lakh crore in 2020-21 to Rs 2.79 lakh crore in 2023-24, extended two years at ~10% to 2025-26), i.e. the digital economy is assumed to have tracked the district economy - an estimate, for shape only. The dashed path forward runs through the document's own 2027 waypoint (Rs 3,650 Cr) to Rs 7,425 Cr by 2031-32. At Rs 83/USD this is roughly $0.14B to $0.90B.

The Talent Base: 35,000+ Students a Year
HDB's education depth and the road to the 1,00,000 to 1,50,000 jobs vision, from the KDEM Vision Document
Methodology: the KDEM year-wise plan sets total cluster employment at about 30,000 (2025-26), 45,000 (2026-27), 60,000 (2028-29) and 1,00,000 (2029-30), rising to 1,50,000 by 2031-32. The 2021-22 to 2024-25 history (solid) is back-cast from the ~30,000 baseline at about 12% a year - an estimate, for shape only. The pipeline is fed by 200+ colleges producing 35,000+ graduates a year, including IIT Dharwad, IIIT Dharwad and KLE Technological University, with skilling through the Deshpande Foundation, FUEL, NTTF, Nipuna and NASSCOM FutureSkills.

Where the Engineers Are: Stream Concentration by District
Share of engineering seats by branch, from the Karnataka KEA UGCET-2026 final seat matrix. The HDB districts are far less CS-dominated than Bengaluru and far more concentrated in electronics and mechanical - the exact talent base for ESDM, auto-electronics and EVs.
| District | Colleges | BE seats | CS & IT | Electronics | Mechanical | Civil | Other |
|---|---|---|---|---|---|---|---|
| Belagavi | 10 | 4,680 | 42% | 27% | 15% | 10% | 5% |
| Dharwad (incl. Hubballi) | 4 | 1,850 | 46% | 26% | 15% | 11% | 2% |
| Bagalkot | 4 | 1,890 | 44% | 22% | 8% | 6% | 19% |
| Gadag | 2 | 780 | 50% | 27% | 4% | 4% | 15% |
| Haveri | 1 | 360 | 50% | 17% | 17% | 17% | 0% |
| HDB cluster (all 5) | 21 | 9,560 | 44% | 25% | 13% | 9% | 8% |
| Bengaluru (for contrast) | 57 | 39,212 | 64% | 20% | 8% | 4% | 4% |
| Karnataka | - | 94,723 | 57% | 23% | 10% | 6% | 5% |
Cells are shaded by concentration versus the Karnataka average (darker = a bigger share of that district's seats than the state as a whole). This is why the HDB districts glow in electronics and mechanical while Bengaluru glows in CS. Electronics groups ECE and Electrical/EEE. Built by parsing the KEA UGCET-2026 final engineering seat matrix (163 colleges, ~95,000 seats); 73% of colleges reconcile exactly against their printed totals and branch shares are stable. The HDB cluster's electronics + mechanical share is 38%, against 28% in Bengaluru and 32% statewide. The 21 colleges shown for HDB are the engineering colleges in the KCET counselling matrix (a subset of the cluster's ~43 engineering and 200+ total colleges); autonomous, deemed and private-university colleges outside that matrix are not counted here.

Three Streams to Rs 7,425 Cr
The KDEM vision document's revenue projection rests on three streams. Each is graphed from its 2025 baseline (solid dot) to the 2031-32 target (dashed), through the document's 2027 waypoint. The IT and ESDM revenue figures are the document's own; the startup count is rebased to the live DPIIT figure (850, above the document's 2025 estimate of 500).
IT Services & GCCs
CORE ENGINEMethodology: the Rs 1,250 -> Rs 2,500 -> Rs 5,625 Cr revenue path (about 10 -> 35 companies and GCCs) is the KDEM vision document's draft projection and is not independently published; the line runs through those three anchors, with intermediate years interpolated for shape only. The 2021-22 to 2024-25 history (solid) is an estimate - the Rs 1,250 Cr today scaled backwards by the HDB cluster's official GDDP series (Economic Survey), the same basis as the revenue trajectory above. Publicly, HDB set up or expanded 56 companies over three years (38 new + 18 expanded, KDEM Strategic Dashboard, Mar 2026; 23 new in FY24-25 alone), with early movers Zerodha, Aissel, iMerit and IonIdea cited as creating over 4,000 jobs.
| Today (2025) | Rs 1,250 Cr | KDEM model = lower-bound 25,000 jobs x Rs 5 lakh/employee (not measured revenue; Rs 5L/employee is conservative for IT); ~10 companies and GCCs (page 25) |
| 2027 | Rs 2,500 Cr | 20 companies (KDEM draft projection) |
| 2031-32 | Rs 5,625 Cr | 35 companies, 75,000-90,000 jobs (KDEM draft projection) |
| Anchors | IIT/IIIT Dharwad, KLE Tech | Spoke-and-hub with Bengaluru majors; niche focus on AI, cybersecurity, blockchain |
| Count split | 10 to 35 | Doc splits it 7 IT firms + 3 GCCs today to 25 IT firms + 10 GCCs by 2031-32; anchored by the Tata Hitachi Global Development Centre in Hubballi-Dharwad (200 engineers targeted by 2027, Deccan Herald 2025) |

ESDM Manufacturing
EMC 2.0 ENGINEMethodology: the Rs 350 -> Rs 700 -> Rs 1,050 Cr revenue path (5 -> 10 setups) is the KDEM vision document's draft projection and is not independently published. What IS independently confirmed is the hardware: EMC 2.0 at Kotur-Belur, Dharwad was MeitY-sanctioned in 2023 as Karnataka's second Electronics Manufacturing Cluster - 224.5 acres, Rs 180 Cr project cost (Rs 89 Cr central grant), 9 firms committing Rs 340 Cr and about 2,500 direct jobs, catalysing over Rs 1,500 Cr; the wider Dharwad electronics pipeline is now put at Rs 3,000+ Cr with 18,000+ jobs projected. Aequs is building a Rs 3,540 Cr consumer-electronics cluster (~400 acres, ~20,000 jobs) and Nidec a Rs 600 Cr motor plant (scaling toward 3,000 jobs) in Dharwad. The 2021-22 to 2024-25 history (solid) is estimated by scaling the Rs 350 Cr today backwards on the cluster's official GDDP series (Economic Survey).
| Today (2025) | Rs 350 Cr | KDEM model = lower-bound 5,000 jobs x Rs 7 lakh/employee (not measured revenue); 5 setups (page 25) |
| 2031-32 | Rs 1,050 Cr | 10 setups, 15,000-18,000 jobs (KDEM projection) |
| EMC 2.0 (confirmed) | Rs 180 Cr | MeitY-sanctioned 2023, Kotur-Belur, Dharwad; 224.5 acres, Rs 89 Cr central grant; ~2,500 direct jobs committed, 18,000+ projected (Business Standard, 2023) |
| Committed | Rs 340 Cr | 9 firms committed; over Rs 1,500 Cr catalysed investment (official, 2023) |
| Aequs cluster | Rs 3,540 Cr | Separate private consumer-electronics cluster, Dharwad, ~400 acres, ~20,000 jobs (Deccan Herald / IBEF) |
| Nidec plant | Rs 600 Cr | Motor manufacturing facility, Dharwad, scaling from 800 toward 3,000 jobs (DQIndia, 2025) |
| Design base | Sankalp, Vayavya | Sankalp Semiconductor (Hubballi, now HCLTech, 650+ engineers), Vayavya Labs (Belagavi, automotive silicon) |

Startups & Innovation
ECOSYSTEM ENGINEMethodology: today's figure is the live DPIIT-recognised startup count across the five HDB districts on the Startup India portal (accessed 11 Aug 2026): Dharwad 366, Belagavi 332, Bagalkot 63, Gadag 46, Haveri 43 = 850 (a live district filter, so cite with the access date). This already exceeds the KDEM vision document's own 2025 planning figure of 500. The 2021-22 to 2024-25 history (solid) is back-cast at about 20% a year, the recent DPIIT recognition pace - an estimate; only the current 850 is a hard count. The path to the 2,500 vision is a constant-growth line through 2031-32 (about 17% a year), for shape only. Cluster-wide, KDEM reports 400+ operational startups, 80+ funded, 90+ IP filings and 4,500+ jobs over three years (Techceleration 2025), supported by the Deshpande Foundation, KLE-CTIE, K-Tech and IIT/IIIT Dharwad. Startup revenue is a small, modelled stream (the doc's Rs 150 Cr today is 5,000 jobs x Rs 3 lakh/employee off a 500-startup base, so it lags the live count of 850; Rs 750 Cr by 2031-32), so this engine is tracked on counts.
| Today (DPIIT, Aug 2026) | 850 | Live DPIIT-recognised count, Startup India portal: Dharwad 366 + Belagavi 332 + Bagalkot 63 + Gadag 46 + Haveri 43 |
| vs KDEM plan | 500 (2025) | The draft vision document's own 2025 figure; the real recognised count already exceeds it |
| Cluster totals | 400+ / 80+ / 90+ | 400+ operational startups, 80+ funded, 90+ IP filings, 4,500+ jobs over 3 years (DQIndia, Techceleration 2025); women-founder share is KDEM-cited, not independently verified |
| 2031-32 | 2,500+ | KDEM roadmap target (Techceleration 2025); revenue Rs 750 Cr is the draft projection |

How the Streams Add Up to Rs 7,425 Cr
The document gives IT and GCCs as one Rs 5,625 Cr block; here it is split into exports and domestic using Karnataka's 20.5% domestic-to-exports ratio (KDEM Strategic Dashboard), the way the Mysuru tab does. Worth flagging critically: this IT-heavy split arguably understates ESDM, because HDB's biggest confirmed investments are all electronics manufacturing (Aequs Rs 3,540 Cr, EMC 2.0, Nidec Rs 600 Cr) and its engineering talent skews electronics and mechanical (see the stream heat map above). A projection truer to HDB's industrial base would likely weight ESDM higher.

Rs 1,750 Cr Today, Rs 7,425 Cr by 2031-32: What Each Stream Must Do
The 'today' figures are not measured revenue - the KDEM vision document (page 25) models each as employment x average revenue per employee, taking the lower bound of each range. They are only as solid as those two assumptions, and no independent HDB IT-export or ESDM-output figure exists to check them against.
| Vertical | Today | 2031-32 Target | Implied CAGR | Driver |
|---|---|---|---|---|
| IT Services & GCCs | Rs 1,250 Cr (25k jobs x Rs 5L) | Rs 5,625 Cr | ~24% | Needs ~25 more mid-size IT firms and 10+ GCCs: spoke-shore units of Bengaluru majors (Infosys, Accenture, HCL, TCS are the named targets) at Aryabhatta Tech Park (Hubballi) and Desur IT Park (Belagavi), scaling on the Hitachi GDC (200 engineers by 2027) and the 4,000+ jobs already at Zerodha, iMerit, IonIdea and Aissel |
| ESDM Manufacturing | Rs 350 Cr (5k jobs x Rs 7L) | Rs 1,050 Cr | ~17% | Rests on plants already committed: the Aequs Rs 3,540 Cr electronics cluster (~20,000 jobs), EMC 2.0 at Kotur-Belur (9 firms, Rs 340 Cr), the Nidec Rs 600 Cr motor plant, and Sankalp / HCLTech's Hubballi chip-design centre coming on stream |
| Startups | 850 DPIIT (Rs 150 Cr modelled) | 2,500 (Rs 750 Cr) | ~17% (count) | Funded by the Rs 1,000 Cr LEAP programme and Rs 25 Cr Cluster Seed Fund, incubated at 11 new TBIs (KLE Tech, VTU/VRIF, Gogte), the Deshpande Foundation sandbox and KLE-CTIE - about 275 net-new DPIIT startups a year from 850 today |
| Total (KDEM model) | ~Rs 1,750 Cr (modelled) | Rs 7,425 Cr | ~23% | The three revenue streams KDEM models for the HDB cluster (Vision Document 2025, page 25); a modelled lower estimate, not measured revenue |
How the today figures are built (KDEM's model, lower bound of each range): IT and GCCs Rs 1,250 Cr = 25,000 jobs x Rs 5 lakh/employee; ESDM Rs 350 Cr = 5,000 jobs x Rs 7 lakh/employee; startups Rs 150 Cr = 5,000 jobs x Rs 3 lakh/employee. These are modelled estimates, not measured revenue - the Rs 5 lakh/employee IT figure is conservative and the headcounts are the document's own. Note those 2025 headcounts (IT 25,000 + ESDM 5,000 + startups 5,000) sum to about 35,000, more than the document's own ~30,000 total-employment figure used in the gauge - an inconsistency in the source, so read the per-stream headcounts as revenue-model inputs, not a workforce census. Implied CAGR is simple arithmetic to the 2031-32 target over seven years. Only these three streams count: unlike the Mysuru tab (a bottom-up $10B build on KDEM's 5-stream dashboard), the HDB vision document's Rs 7,425 Cr has no digitizing-sectors or biotech line, and KDEM publishes digitizing only Beyond-Bengaluru-wide, so neither is shown here. The startup base is shown as the live DPIIT count (850); the Rs 150 Cr revenue is the document's separate 500-startup modelled basis.

The Stories That Prove It
HDB-cluster companies with real, verified numbers
Founded in Belagavi in 2006, Vayavya Labs builds software for the hardware-software interface in vehicles - virtual ECUs and digital twins, verification and validation for ADAS and autonomous driving, and software-defined-vehicle architectures. It was named in Forbes India's Top 200 Global Business Potential list, with turnover of about Rs 66 Cr in FY25 rising to Rs 83 Cr in FY26. In April 2026, listed chip firm MosChip agreed to acquire a 73% stake for Rs 245.49 Cr (Rs 148.52 Cr cash plus equity). As of August 2026 the deal is not yet closed - it is stalled under a Supreme Court status-quo order and the shareholder meeting was postponed.

Who's In Charge?
Select a role to see a dashboard customized for their responsibilities.
Belagavi is Karnataka's 3rd-largest district economy (GDDP Rs 99,067 cr) yet per-capita income is only Rs 1.63L โ about half the state average. The agenda is raising productivity across a strong but under-leveraged base, while fixing the eastern-belt groundwater crisis.
Karnataka's #1 sugarcane district (137,630 ha cane) plus maize, soybean and Nippani bidi tobacco โ running into a groundwater wall in the east. The shift is extraction-led to efficiency-led: drip, cane diversification and value addition.
660 public facilities serve 47.8 lakh people, but Community Health Centres (8 vs ~40 norm) and sub-centres are well short. Secondary care is the binding gap.
Indicative gap against IPHS norms on 2011 population โ to be verified against current population and the actual referral network. The CHC shortfall is the most acute and shapes the secondary-care build-list.
Literacy at 73.5%. The opportunity is aligning skilling to the district's own clusters โ aerospace (Aequs), foundry, sugar-tech and the HDB IT cluster.
Belagavi has an industrial base most districts lack: the Aequs aerospace SEZ (IPO-listed, supplying Airbus/Boeing), ~160 foundries (~7,500 jobs), and 24 sugar mills. The agenda is deepening and modernization โ and converting that base into higher per-capita income.
Five eastern blocks are Over-Exploited or Critical and ~71% of district irrigation is groundwater-based. The programme must cut extraction and shift to the Ghataprabha (Hidkal, 51 TMC) and Malaprabha (Navilatirtha, 38 TMC) surface commands โ only Khanapur and Kitthuru retain headroom.
Belagavi sits in the Hubballi-Dharwad-Belagavi (HDB) Beyond Bengaluru cluster, with ~70 tech firms and rare deep-tech anchors (aerospace SEZ, foundry) to build Industry 4.0 around. The dedicated ~750-acre IT/semiconductor park is the key unlock โ currently stalled on land.
Belagavi: 47.8 lakh people, Karnataka's 3rd-largest district economy (GDDP Rs 99,067 cr) โ but per-capita income only Rs 1.63L and a serious eastern-belt groundwater crisis. Indicative Rs 18,500 Cr scaffold across 3 phases to raise productivity and incomes.
