District Mocha is an AI-driven platform for two critically important functions in development.

#1 — It rapidly assimilates and synthesises data about a district from a large number of sources, and presents them in ways that are useful to the public and administrators.

#2 — It enables teams of administrators to build strategic roadmaps for development goals, rather than merely carrying out each task or function hoping that they'll all add up.

Data sources include Census 2011, MoSPI, and State DES. Verify before use.

Groundwater by Block

Halt new groundwater extraction in Athani, Saundatti, Ramdurg, Bailahongal and Kagavada — shift to drip, artificial recharge and canal/surface-lift off the Ghataprabha and Malaprabha commands. New groundwater-based irrigation only has headroom in Khanapur and Kitthuru.

Strengths & Challenges

What's working
  • 3rd-largest district economy in Karnataka — GDDP Rs 99,067 crore (2023-24), 3.9% of state GSDP
  • Aequs Aerospace SEZ — India's first aerospace precision-manufacturing SEZ (since 2009, 250+ acres), supplying Airbus, Boeing, Safran, Collins; group revenue ~Rs 1,000 cr, IPO Dec 2025
  • Among India's largest foundry & hydraulic-cylinder clusters — ~160 MSME foundries, ~7,500 jobs (Udyambag belt)
  • Karnataka's #1 sugarcane district ('Sugar Bowl of Karnataka') — 24 sugar factories, ~1/3 of the state's mills, large ethanol & co-generation base
  • Healthy and improving bank credit — CD ratio 77.4% (Mar 2025, up from 69.8% in 2023), above the state norm
  • Strong surface-water endowment — Hidkal (Ghataprabha, 51 TMC) and Navilatirtha (Malaprabha, 38 TMC) reservoirs; Krishna, Ghataprabha & Malaprabha rivers
  • Connectivity — NH-48 (Pune–Bengaluru), Belagavi (Sambra) airport (3rd-busiest in Karnataka, ~3.4 lakh pax FY24-25, new Rs 230 cr terminal), major rail junction
  • Divisional headquarters and second seat of the Karnataka legislature (Suvarna Vidhana Soudha)
What needs attention
  • Per-capita income only Rs 1.63 lakh (2023-24) — about half the state average despite the large aggregate economy
  • Severe groundwater stress in the eastern blocks — 4 Over-Exploited and 1 Critical (Athani, Saundatti, Ramdurg, Bailahongal, Kagavada)
  • Irrigation is groundwater-dominant (~71% from wells/borewells, only ~17% canal) — exposed where aquifers are over-drawn
  • Sharp east–west divide: dry, over-pumped east vs assured-rainfall western belt
  • Health-facility shortfall against population norms, especially Community Health Centres (8 vs ~40 norm)
  • Foundry cluster needs modernization — energy efficiency, cleaner melt, effluent compliance (core data dates to 2015-16)
  • Sugar economy is water-intensive and exposed to cane-price / arrear cycles
  • IT base is early — a dedicated IT park is still proposed (blocked on Ministry of Defence land), tech firms ~70 with ~Rs 150 cr turnover

Opportunities

  • Raise per-capita income toward the state average by lifting productivity across the existing industrial base
  • Deepen the Aequs-anchored aerospace ecosystem with tier-2/3 precision suppliers and MRO (Magellan JV, 2025)
  • Modernize the foundry cluster toward cleaner processes and EV / new-energy components
  • Scale sugar-linked ethanol and co-generation — Ugar (845 KLPD) and Renuka (500 KLPD) already expanded under the biofuel push
  • Convert the over-exploited eastern belt to drip, recharge and canal/lift irrigation off the Krishna–Ghataprabha–Malaprabha system
  • Build the Hubballi-Dharwad-Belagavi tech cluster and land the proposed ~750-acre IT/semiconductor park
  • Expand food processing and dairy value chains; heritage & nature tourism (Kittur, Saundatti Yellamma, Gokak Falls)

Next Steps

Eastern Belt Water Security 5%
  • Drip & micro-irrigation conversion in over-exploited eastern blocks
  • Artificial recharge & tank rejuvenation (only 341 ha currently tank-irrigated)
  • Extend Ghataprabha / Malaprabha canal & lift command to reduce groundwater dependence
Rural & Industrial Connectivity 8%
  • Last-mile roads to agro-markets and industrial estates
  • Sambra airport terminal (Rs 230 cr, ~3.5M pax) and rail freight linkages
Health Infrastructure Upgrade 4%
  • New Community Health Centres against the ~32 shortfall
  • Sub-centre and PHC strengthening in under-served taluks
